City of Greater Sudbury Directs Amendment to Waste By-law to Support Bear Wise Community

Greater Sudbury City Council has directed staff to amend the Waste By-law (2006-280), in response to recommendations from the Bear Wise program that aims to help prevent bear visits and encounters.

Once the amended by-law is passed, beginning in 2016, between April 1 and November 30, homeowners will not be permitted to place waste at the curb before 5 a.m. or after 7 a.m. on the morning of their collection day. The existing by-law prevents residents from putting waste curbside before 8 p.m., the night before their collection day.

“One of the most effective ways to prevent human-bear interactions is to reduce unnatural food source availability,” said Al Sizer, Chair of the Bear Committee and City Councillor for Ward 8. “By reducing the time homeowners have their waste at the curb, we are taking a positive step towards becoming a more Bear Wise community.”

The Bear Committee was formed in the summer to review options to help reduce human-bear interactions. The committee is made up of representatives from the City of Greater Sudbury, Greater Sudbury Police, and the Ministry of Natural Resources and Forestry (MNRF).

“Working with communities to address human-bear conflict is an important part of the MNRF Bear Wise program,” said Trevor Griffin, Sudbury District Manager, Ministry of Natural Resources and Forestry. “We all have a role in managing the bear situation and this is a step in the right direction.”

The Committee aims to utilize existing resources and explore new ideas in an effort to support a Bear Wise community, with a strong focus on partnership.

“We view this as a positive first step in managing the bear population within the City of Greater Sudbury,” said Inspector Michael Chapman, Greater Sudbury Police Service. “We look forward to continuing to work with members of the committee and the community to develop other strategies.”

Once passed, the by-law will take effect April 1, 2016. Enforcement will be complaint driven. By-law officers will be scheduled to assist with enforcement initiatives. The fine for non-compliance is $150. An education campaign will begin in early 2016 as a reminder of the change to the by-law and to educate residents on ways to ensure properties and activities support the Bear Wise program.

Le Conseil du Grand Sudbury a dirigé le personnel municipal à modifier le Règlement municipal sur les déchets (2006-280) pour donner suite aux recommandations du programme Attention : Ours, qui visent à prévenir les visites d’ours et les rencontres avec ceux-ci.

Une fois le règlement modifié et approuvé par le Conseil, dès 2016, du 1er avril au 30 novembre, les propriétaires ne pourront plus mettre leurs déchets en bordure de la route avant 5 h ou après 7 h le matin de la collecte. Le règlement municipal actuel interdit aux résidents de mettre leurs déchets en bordure de la route avant 6 h la veille de la collecte.

« L’une des façons les plus efficaces d’éviter des interactions entre humains et ours, c’est de réduire la disponibilité de sources non naturelles de nourriture pour ces animaux, a dit le président du Comité sur les ours et conseiller du quartier 8, Al Sizer. Réduire la période durant laquelle les gens mettent leur déchet en bordure de la route est une étape positive afin que la collectivité soit plus consciente de la présence des ours. »

Northern Internet Solution

Le Comité sur les ours a été créé à l’été afin d’examiner les options contribuant à réduire les interactions entre ours et humains. Il est formé de représentants de la Ville du Grand Sudbury, du Service de police du Grand Sudbury et du ministère des Richesses naturelles et des Forêts (MRNF).

« Travailler en collaboration avec les collectivités afin de se pencher sur la relation entre les humains et les ours constitue un volet important du programme Attention : Ours du MRNF, a dit Trevor Griffin, chef de district de Sudbury de ce ministère. Nous avons tous un rôle à jouer dans la gestion de la question des ours et cette annonce constitue un pas dans la bonne direction. »

Le Comité veut utiliser les ressources existantes et explorer de nouvelles idées afin d’appuyer une collectivité consciente de la présence des ours, en mettant grandement l’accent sur les partenariats.

« Nous considérons qu’il s’agit d’une première étape positive dans la gestion de la population d’ours dans le Grand Sudbury, a dit l’inspecteur Michael Chapman du Service de police du Grand Sudbury. Nous serons heureux de continuer à collaborer avec les membres du Comité et la collectivité afin d’élaborer d’autres stratégies. »

Une fois approuvé, le règlement municipal entrera en vigueur le 1er avril 2016. Son exécution se fera en fonction des plaintes. Les agents d’exécution des règlements municipaux participeront aux initiatives à cette fin. L’amende pour inobservation du règlement sera de 150 $. Une campagne d’information débutera au début 2016 afin de rappeler aux gens la modification apportée au règlement et pour sensibiliser les résidents aux façons d’appuyer le programme Attention : ours sur leur terrain et dans le cadre d’activités.

This must be a typo. How is this possible for all residents to adhere to? Some people work shifts and it's just not possible.

How does the city council come up with this stuff? Is this seriously where my tax dollars are going?

Instead of having 20 foot fences around the entire dumps, open up a section where nobody is working and let the bears feed. When the dumps were open we didn't have this problem. It's time for our city to get wise and take some action that will work.

What about the shift work people? My husband leaves for day shift before 5 am. There are many like him. So their garbage doesn't get to go out at all?

Tell the garbage man to stop coming at 7am then... Not everyone is up or even home at 5am thanks to shift work...

I already have to make dump runs half the time because he's so early....

This won't do anything but stop the bears from making a mess by the road, instead they will make a mess in people's yards where their garbage cans are....

This is going to be very hard for shift workers, anyone that has to leave for work before 5 am, Retired home owners that don't arise early in the morning. Obviously, not a well thought out solution.

Another note to consider is that the collectors are always on the routes well before 7 am in the summer. Are you going to make them start later in the day when the traffic is heavier?

Al Sizer seems to be fulfilling his own agenda with this change.

I think some thought should have been put into the taxpayers needs.
