This amounts to an approximate $102 more per year for a typical bungalow assessed at $230,000.   "This budget does a lot to improve the quality of life and place for the citizens of Greater Sudbury, while taking solid steps forward on open government and sustaining our level of capital investment," said Mike Jakubo, Chair of the Finance and Administration Committee and City Councillor for Ward 7.   "The 2016 budget maintains the level of services that citizens have come to expect, and invests in critical municipal services such as transit and facilities for our children to enjoy," said Greater Sudbury Mayor Brian Bigger. "These investments, along with funding for a complaints resolution process, align with this Council's strategic pillars. I am excited to get started on these projects, as we invest in the future of our community."   The municipal budget funds allows the City to fund the daily operations of programs and services in more than 30 diverse sectors such as emergency services, roads, public health, garbage and recycling, and leisure programs. Of the $107 million approved for capital funding, $41 million is dedicated to road investments, including Lorne Street.   The 3.9 per cent increase includes: • Maintaining municipal services at their current level - 1.8 per cent • Additional capital investments - 0.3 per cent • Outside boards - 0.5 per cent (Greater Sudbury Police Services - $53,549,719; Sudbury & District Health Unit - $5,917,248; Nickel District Conservation Authority - $700,500) • Provincially mandated services – 1.3 per cent.   The Finance and Administration Committee approved budget enhancement options that include investments in transit , such as the creation of low income transit passes, and upgrades to the City’s website.   It is anticipated the 2016 municipal budget will be approved at the February 9, 2016, City Council meeting.   Greater Sudbury City Council has established strategic pillars in order to create positive outcomes for citizens and the community as a whole. New rates for set fines, the first increase in more than five years, were approved during a November meeting of Greater Sudbury Council. • Municipal parking lot and meter offences have a set fine of $25 with a $20 option if the ticket is paid within seven days. • General parking offences have a set fine of $30 with a $25 option if the ticket is paid within seven days. • Stopping where prohibited has a set fine of $40 with a $30 option if the ticket is paid within seven days. • Overnight street parking between December 1 and March 31 has a set fine of $75 with a $60 option if the ticket is paid within seven days. • Parking on a fire route has a set fine of $75 with no option for early payment. • Parking in a designated accessible space without a permit has a set fine of $350 with no option for early payment. Tickets for parking infractions on the street and in municipal lots are enforced under the Provincial Offences Act. Instructions for payment are printed on the back of the ticket. The base budget includes proposes a municipal property tax increase of 3.9 per cent for 2016. “I am looking forward to the start of budget deliberations,” said Greater Sudbury Mayor Brian Bigger. “We will continue to work with staff to provide value for money for residents of Greater Sudbury, while keeping the four pillars of Council at the forefront: Growth and economic development, Responsive, fiscally prudent open governance, Quality of life and place, and Sustainable infrastructure." The total gross budgeted expenses for 2016 are $518 million. This is funded with $239 million in property taxes and $279 million in other revenues. This means to ensure a balanced budget and maintain current levels of service, $239 million in property taxes will need to be raised in 2016. This equals a 3.9 per cent property tax increase for residents. For a typical bungalow in the former City of Sudbury area, assessed at a CVA of $230,000, a 3.9 per cent tax increase would amount to an extra $102 in property taxes for the year. Municipal taxes fund City services and programs to approximately 160,000 citizens within Greater Sudbury. In the proposed base budget, 33 per cent of municipal property taxes would be spent on public safety, including police, fire and emergency medical services, and 24 per cent would be spent on roads. The remaining 43 per cent funds all other citizen services, including housing and social services, leisure and recreation, growth and development, libraries, transit, environmental services and administration. The proposed 3.9 per cent 2016 municipal property tax increase is made up of provincially-mandated program costs and a decline in provincial funding (1.3 per cent), maintaining services net of assessment growth (1.8 per cent), additional capital investments (0.3 per cent), and an increase in outside board budgets from Police, the Sudbury and District Health Unit and the Nickel District Conservation Authority (0.5 per cent). The 2016 base budget includes cost reductions and efficiencies to reduce the municipal tax levy. This includes service delivery reviews, new revenue generating programs, the implementation of energy efficiencies and more. Staff continues to explore and implement long-term ideas stemming from the Project 6 Million process and investments are being made in social housing, infrastructure and aging fleet vehicles, including winter control equipment. During budget deliberations, the Finance and Administration Committee will further review the proposed budget and budget options, with final approval tentatively scheduled for February 2016. The next meeting of the Finance and Administration Committee will be held on Tuesday, December 15, in the Council Chamber of Tom Davies Square. Once the amended by-law is passed, beginning in 2016, between April 1 and November 30, homeowners will not be permitted to place waste at the curb before 5 a.m. or after 7 a.m. on the morning of their collection day. The existing by-law prevents residents from putting waste curbside before 8 p.m., the night before their collection day. “One of the most effective ways to prevent human-bear interactions is to reduce unnatural food source availability,” said Al Sizer, Chair of the Bear Committee and City Councillor for Ward 8. “By reducing the time homeowners have their waste at the curb, we are taking a positive step towards becoming a more Bear Wise community.” The Bear Committee was formed in the summer to review options to help reduce human-bear interactions. The committee is made up of representatives from the City of Greater Sudbury, Greater Sudbury Police, and the Ministry of Natural Resources and Forestry (MNRF). “Working with communities to address human-bear conflict is an important part of the MNRF Bear Wise program,” said Trevor Griffin, Sudbury District Manager, Ministry of Natural Resources and Forestry. “We all have a role in managing the bear situation and this is a step in the right direction.” The Committee aims to utilize existing resources and explore new ideas in an effort to support a Bear Wise community, with a strong focus on partnership. “We view this as a positive first step in managing the bear population within the City of Greater Sudbury,” said Inspector Michael Chapman, Greater Sudbury Police Service. “We look forward to continuing to work with members of the committee and the community to develop other strategies.” Once passed, the by-law will take effect April 1, 2016. Enforcement will be complaint driven. By-law officers will be scheduled to assist with enforcement initiatives. The fine for non-compliance is $150. An education campaign will begin in early 2016 as a reminder of the change to the by-law and to educate residents on ways to ensure properties and activities support the Bear Wise program. Primary Care Paramedic Stephen Kutowy and Advanced Care Paramedic Garry Lauzon were presented with medals at the Ontario Association of Paramedic Chiefs (OAPC) Gala Ceremony in Windsor in September. "The Exemplary Service medal recognizes those professionals who have performed their duties in an exemplary manner, characterized by the highest standards of good conduct, industry and efficiency," said Chief of Emergency Services Trevor Bain. “To be recognized in this way is a huge accomplishment for any paramedic. The high level of dedication and professionalism shown by these two worthy individuals is demonstrated by this prestigious award, and we applaud them on their achievements. Stephen Kutowy has been a full time front line Primary Care Paramedic since June of 1987 and is also a Relief Platoon Superintendent. Kutowy has been an active member of the Espanola search and rescue team for the past 3 years, and is also a member of the occupational health and safety committee. Throughout his career, Kutowy has also helped mentor and educate students about paramedic care. Garry Lauzon began work as a local Primary Care Paramedic in 1994. In 1999, he graduated from the Advanced Care Paramedic Training Program. Throughout his career, Lauzon has committed himself to precepting Primary Care and Advance Care Paramedics. Lauzon is also one of the 2 full time Advanced Care Paramedics chosen to run the Community Paramedicine Transition Pilot Project. Lauzon was also a College Professor for 11 years, teaching Primary and Advanced Care paramedics at Cambrian College. The Governor General awards the Exemplary Service Medal for Emergency Medical Services professionals through its Canadian Honours System. The medal is available to eligible professionals who have provided pre-hospital emergency medical service for at least 20 years. Tout au long de sa carrière, Kutowy a servi de mentor et de formateur auprès d’étudiants dans le domaine des soins paramédicaux. Garry Lauzon a commencé sa carrière comme paramédical en soins primaires localement en 1994. En 1999, il a terminé son programme de formation en soins paramédicaux avancés. Tout au long de sa carrière, Lauzon s’est consacré à la formation du personnel paramédical en soins primaires et en soins avancés. Il est aussi un des deux paramédicaux en soins avancés à temps plein qui ont été choisis pour diriger le projet pilote de transition vers les soins paramédicaux communautaires. Lauzon a été professeur au niveau collégial pendant 11 ans, ayant enseigné les soins paramédicaux primaires et avancés à Cambrian College. Le gouverneur général remet la Médaille pour services distingués au personnel médical d’urgence dans le cadre du Régime canadien de distinctions honorifiques. Anne Road, will resume at 7 a.m. on the morning of Tuesday, October 6. The company engaged in construction of the Elgin Street Water Main Improvement Project, Interpaving Limited, has informed the City that it has satisfied requirements issued by the Ministry of Labour under the Occupational Health and Safety Act to resume work. Interpaving continues to cooperate with both the City and Ministry of Labour. Construction on Tuesday will consist of grading the Elgin Street road bed to prepare for base asphalt. Asphalt will be applied between Elm Street and Ste. Anne Road on Wednesday or Thursday, October 7 or 8, weather permitting. Paid duty officers will control traffic and pedestrian crossings at the intersections of Elgin and Beech Streets and Elgin and Ste. Anne Road during paving operations. In addition to protecting the municipal wastewater treatment system, the Sewer Use By-law 2010-188 protects the environment by regulating discharge into the municipal storm sewer system. Storm sewers are designed to carry rain and snow melt away from homes and roads. Water entering the storm sewer system is not treated prior to discharge into the environment. Swimming pools contain chemicals that are harmful to fish and other aquatic life living in our lakes, rivers and creeks. When draining swimming pools, residents must not discharge wastewater: • either directly or indirectly into a storm sewer (ie. catch basins, curbs and ditches), • onto an adjoining property, including municipal roads and sidewalks or • over a valley or ravine slope, as pool water may cause erosion and damage to vegetation. The best way to drain pools is at a very slow trickle onto your own property so wastewater evaporates or soaks into the ground. Residents also have the option to contract the services of a licensed waste hauler or to discharge by way of a temporary connection to the sanitary sewer system, which requires written authorization of an official of the City’s Water/Wastewater division. Residents who do not comply with the by-law are liable for a maximum fine of up to $5,000 per day for a first offence. Greater Sudbury residents can deliver discarded household items to local landfill sites free of charge during the above-noted week. The residential tipping fee holiday week includes disposal of up to eight passenger/light truck tires (maximum 34 inches with rims removed) each day. There are no limits on other household waste. Residents are asked to sort their loads for proper disposal and recycling prior to arriving at the landfill site. Examples of proper sorting categories include blue box recyclables, scrap metal and appliances, furniture, electronics, concrete, leaf and yard trimmings, and regular household garbage. Fees for household waste and tires will be waived if they are delivered in a private motor vehicle. Residents, who choose to rent a vehicle or borrow a commercial pickup truck to deliver their household waste, must complete a Rental Vehicle Approval Form or a Commercial Pickup Truck Approval Form. This form must be submitted to the City for approval at least one week prior to the beginning of the tipping fee holiday, by September 14, 2015. Non-residents of Greater Sudbury are not permitted access to City landfill sites. Proof of address may be required. The City also asks residents to prevent littering by covering trailers and truck beds when transporting waste. New municipal ATV by-law 2015-158 allows the operation of additional types of ATVs, Utility Terrain Vehicles (UTVs) and recreational off-highway vehicles (ORVs) on designated city roads. This new ATV by-law replaces By-laws 2014-224 and 2013-131, which only permitted single-rider ATVs on designated roadways. Effective immediately, the following types of ATVs, OTVs and UTVs are permitted on designated municipal roads, in accordance with new Ontario Ministry of Transportation Highway Traffic Act legislation: • Single-rider ATVs • Two-up ATVs • Side-by-side ORVs • Utility Terrain Vehicles (UTVs) Please note that all ATVs, ORVs and UTVs must meet requirements as outlined under provincial legislation. The program will be run out of a City-owned building at 200 Larch Street. Under this partnership, which was approved by Council today, the program will provide temporary cots and a warm, safe place to sleep for homeless and vulnerable individuals during the winter months.  The Out of the Cold program, which was offered in 2013 and in 2014, offers services to persons who are under the influence or otherwise disconnected from mainstream shelter services; however alcohol and drugs are not permitted on the premises. “I am very pleased that we will continue our partnership with the Salvation Army to provide care and shelter to the homeless in our city,” said Mayor Brian Bigger. “I want to thank our partners in the community who have helped to provide this service over the years.” Between December 4, 2014 and March 31, 2015, there were 4,430 visits to the shelter, representing on average 36 people per night. The Out of the Cold Emergency shelter program is an enhancement to the existing 69 emergency shelter beds that the City funds for men, women and children, and youth. The need to increase the diversity of emergency shelter options was identified as a priority in the City of Greater Sudbury’s 10-year Housing and Homelessness Plan. “This shelter is a vital piece in the network of services for our community’s most vulnerable,” said Tim Beadman, General Manager of Health, Social and Emergency Services. “We will work over the coming months to ensure that the Larch Street facility is ready for the opening of the shelter in November; in the meantime, we will continue to work with our partners in the community to coordinate and enhance programming options.”   ************************* Dans le cadre de son engagement à aider les personnes les plus vulnérables de la communauté, la Ville du Grand Sudbury conclura une entente avec l’Armée du salut en vue d’offrir le programme d’hébergement Out of the Cold du 1er novembre 2015 jusqu’au 15 avril 2016. When water service is restored, area residents and businesses in the city's south and west ends may notice discoloured water. To clear discoloured water, residents are asked to run the cold water tap that is closest to their water meter for approximately 15 minutes to clear sediments from house hold plumbing. A prolonged period of discoloured water or low water pressure should be reported to the City of Greater Sudbury by dialing 3-1-1. Residents and businesses are encouraged to limit water consumption to essential needs only. Cash fares for adults and students will increase 10 cents to $3.00 and five cents to $2.20 for children age 5 plus, older adults age 55 plus and those who qualify for discounted “special” fares through receipt of disability pensions or support programs. Children age 4 and under ride free of charge. Five Ride Cards will be $12 for adults and students and $9 for children, older adults and special discount fares. Ten Ride Cards will be $24 for adults/students and $18 for children, older adults and special fares, an increase of between 10 and 15 cents per ride. Heated change facilities are located at both ends of the path. The Ramsey Lake Skate Patrol will be on patrol only during the hours of operation of the skate path. Voters were asked to vote on three questions, which were to allow stores to open Boxing Day, Civic holiday and to allow store owners to choose their own business hours. Although fewer than 50% of voters voted on the three questions, making the referendum non-binding, the majority of citizens who did vote on the questions voted “yes” to each of them. Effective today, By-Law 2007-143, which requires certain stores to be closed on Boxing Day, and the August Civic Holiday, and also By-Law 2004-204 which mandates at what time stores must close in the evening, have been repealed. This grants retail establishments the right to choose their hours of operation, including their hours on the August Civic holiday and Boxing Day. “The will of the community was expressed in the October 27 referendum. There was an overwhelmingly positive response to all three questions to repeal the store hours, and to have stores open on Civic Holiday and Boxing Day,” said Mayor Brian Bigger. “I’m pleased that Council was able to come to a decision regarding the store hours, and now we can put the issue to rest.” Since the by-laws have been repealed, the decision made by Council is effective immediately. Motorists parked in violation will be ticketed and the vehicle may be towed if it is impeding snow removal. Water outages will occur, so residents in the area are encouraged to fill their bathtubs with water to use to flush the toilet and may also want to fill containers in advance for drinking and cooking. Residents may also choose to fill their own containers at the nearest water filling stations located on Bancroft Drive in Sudbury near Moonlight Beach Road, Spruce Street in Garson and Countryside Drive in Sudbury near the Gerry McCrory Countryside Sports Complex. Once water has been restored, residents are advised to check water for clarity prior to starting laundry or dishwashers. Water can be cleared of excess sediments by running a cold water tap, preferably one which is closest to a downstairs water meter, until the water runs clear.
