Chelmsford teen charged with dangerous driving and failing to stop.

On the 15th of March 2016 at approximately 4:45pm, while conducting speed enforcement on Errington Avenue in Chelmsford, a traffic officer observed a three wheeled ATV at a high rate of speed travelling down the centre of the road while traffic was flowing in both directions.
